AI Chatbots Provide ‘Unreliable and Biased’ Election Guidance, Claims Netherlands Regulator

AI chatbots are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, issuing warnings about a potential threat to democracy just over a week before the country’s general election.

Testing Reveals Repeated Partiality in AI Suggestions

The four chatbots evaluated by the authority “often end up with the same two parties”, irrespective of the user’s question or command, the watchdog noted in a analysis released ahead of the 29 October election.

In more than half of the cases, the chatbot suggested either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Some parties, such as the centre-right CDA, “are rarely ever cited”, despite the fact that the voter’s query exactly matches the stances of these parties, the report pointed out.

Authority Figure Cautions Against Using AI Chatbots for Voting Guidance

The vice-chair of the AP, Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that did not necessarily align with their ideological beliefs, she emphasized.

“This immediately affects a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against using AI chatbots for voting advice, as their operation is unclear and hard to confirm.”

Voting Background and Political Landscape

The Dutch head to the polls on 29 October in an electoral contest that will be closely watched around Europe for the showing of the Freedom party.

The far-right party of Geert Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA seems to be closing, with numerous electors still undecided.

All major parties have rejected a coalition with the Freedom party, meaning the runner-up party is highly probable to provide the next prime minister.

Unintentional Bias Linked to AI Operation

The AP stressed that the bots were not deliberately biased, and that their “noted flaws” are a result of the way AI chatbots operate.
